Reading Buddhists writings gives the impression that enlightened masters are not so rare, but I wonder if this is possible on this level of existence. There are many levels of existence between this one and the pure Spirit, and, to become enlightened, it is first necessary to become spiritually advanced. Advanced people will incarnate on the higher levels, and it is here when the circumstances necessary for enlightenment are most favourable.
Somebody who becomes enlightened will have limitless will, compassion, and wisdom, and therefore be able to solve all the world's problems, and create a world government of great saints. It has never happened in recorded history.
Some people may think that an enlightened master will choose to descend to this level to teach here, but, to lead a spiritual life on a higher level than this will reflect the spirit onto all lower levels, so that people on this level will be influenced by somebody being enlightened on higher levels. This is why being a bodhisattva is not necessary. Somebody who enters the spirit perfectly will be a stronger spiritual influence than somebody who stays on the verge. It is not possible to stay on the verge in any case, because to do so is to remain in the state of change and becoming, and, if you are on the verge of perfection, the only change possible is to be less perfect, which is to start a momentum of deepening imperfection.
It can be argued that it is necessary for people to know that enlightenment is possible, but, if your teachings are based on sound principles explained clearly, people will be drawn to practicing them.
